Humanitarian support services: Local humanitarian action in Democratic Republic of Congo
In partnership with CONAFOHD, the national NGO Forum, the H2H Network is supporting a shift towards a more locally led humanitarian response in the DRC. The technical expertise of H2H Members can help equip national actors with the tools, resources, knowledge, capabilities and partnership needed to effectively manage and coordinate large humanitarian programs, thus elevating their leadership within the humanitarian community in DRC
The support package includes: a digital learning platform provides accessible, context-relevant capacity building content for local NGOs; pathways to enhance and assess alignment with recognized humanitarian standards such as the Core Humanitarian Standards; a replicable capacity assessment methodology and its integration it into a scalable digital ecosystem; a comprehensive humanitarian data package of core spatial datasets and easy-to-use mapping tools.

Data, information management and analysisObjective
To enhance the organizational capacities of Congolese national NGOs and reinforce CONAFOHD’s leadership in the humanitarian system by developing a replicable capacity assessment methodology and integrating it into a scalable digital ecosystem. It also seeks to enhance accountability and data management through improvements to the KOLData platform and targeted capacity building activities.
Services
- Co-development and pilot of a tailored Organizational Capacity Assessment (OCA) for 20 NNGOs, including quantitative self-assessment and qualitative validation through focus group discussions. Following the pilot, this OCA process will be developed into a replicable tool which will be handed over to CONAFOHD through integration into the KOLData platform.
- Delivery of an organizational reinforcement strategy workshop and production of a summary OCA report to guide capacity building priorities for CONAFOHD and its members.
- Implementation of hybrid training sessions on digital literacy, Monitoring & Evaluation, and data management using a training of trainers approach to enable wider replication by NNGOs.
- Technical enhancement of KOLData to integrate capacity development tools, key accountability indicators, and improved navigation for NNGOs
- Support to CONAFOHD in building an integrated digital ecosystem, facilitating interoperability with other projects

To strengthen the credibility, accountability and partnership-readiness of NGOs in the Democratic Republic of Congo (DRC) by supporting their alignment with recognised humanitarian standards, with a focus on the Core Humanitarian Standard (CHS).
Services
- First stage of the CHS audit process: a risk assessment of their ability to conduct, complete, and pass a full CHS audit.
- CHS Self-Assessment with the support of the CHS Alliance
- Support to develop prioritised and realistic improvement plans and participate in targeted reflection sessions on the strategic use of assessment evidence.
- Face-to-face workshops in DRC including learning sessions, facilitated discussions, and applied exercises to increase knowledge on the Humanitarian Standards including CHS and Sphere.
- Advocacy workshop to promote shared positioning and visibility of national actors engaged in CHS verification.

- Fundraising and Resource Mobilization Content: Contextualized training modules on fundraising, resource mobilization, and proposal writing adapted from existing e-learning materials, translated to French with practical tools and templates for Congolese NGOs
- Quality and Accountability Standards Content: Integration of Sphere Handbook training materials and Core Humanitarian Standard (CHS) resources, contextualized for DRC humanitarian operations and translated to French
- Offline Learning Resources: Downloadable module packages, reference materials, and practical tools designed for low-connectivity environments across DRC operational areas
- Platform Handover and Sustainability: Training sessions for CONAFOHD technical staff, comprehensive admin content management system, and technical documentation ensuring long-term local ownership

- Information Management training materials targeted at local NGOs and made publicly available, complemented by an in-person training session as well as remote and in-person individual coaching sessions
- Development of a comprehensive humanitarian data package of core spatial datasets in collaboration with DRC local OpenStreetMap community
- Development of easy-to-use mapping templates based on free and open-source software and designed for users with limited or no Geographic Information System (GIS) experience
