Humanitarian services for the conflict in Lebanon

On 1 March 2026, Israel launched a military offensive on Lebanese territory after Hezbollah claimed responsibility for firing rockets into, in retaliation for the killing of Iran’s Supreme Leader Ali Khamenei. The military escalation represents the most serious deterioration in security conditions since the November 2024 ceasefire. Hundreds of civilians have been killed and over one million people have been forced to flee. Displaced families are sheltering in the streets, unfinished buildings, and makeshift tents, reflecting the limited availability of suitable shelter while collective shelters are overcrowded. The latest military escalation is exacerbating an already severe humanitarian crise. Prior to it, an estimated 3 million people already required humanitarian assistance.

The deteriorating security situation has significantly intensified the challenges faced by humanitarian actors, particularly local organizations on the frontlines, who are responding to growing needs. In that context, the H2H Network is supporting the Lebanon Humanitarian Development Forum (LHDF) in collaboration with ICVA. The H2H Network and its members are implementing projects to strengthen information management to improving emergency coordination and to enhance the visibility of community-centred, locally led humanitarian responses to the conflict.

Data, information management and analysis

Objective

To reinforce the Lebanon Humanitarian Development Forum (LHDF) and NGO members’ ability to collect, manage, and use structured and interoperable data for both operational coordination and strategic advocacy. By strengthening LHDF as a coordination hub, the project will improve information flows across actors, and increase the visibility and leadership of local NGOs, contributing to a more effective, data-driven, and locally led humanitarian response in Lebanon.

Services:

- embedded support to the LHDF through the secondment of an Information Management Officer

- targeted IM and GIS assistance to LHDF and its members

- development of tools, templates, and systems adapted to the local context

- a consolidated data framework, including dynamic dashboards, data visualization products, and standardized data collection and processing tools

Community voices driving a more effective and local response in Lebanon

Community engagement and accountability

Objective

Generate timely, community-centred evidence on how displaced populations and host communities in Lebanon are navigating the crisis, accessing information, and experiencing the response. Findings will inform programming decisions and be translated into policy recommendations that strengthen advocacy by the Lebanon Humanitarian Development Forum (LHDF) for a more locally-led response.

Services:

- Rolling out rapid perception research with displaced and host community members, covering community agency, duty bearer accountability, information access, priorities and concerns.

- Producing information and analysis products in English and Arabic translating research findings into accessible formats for operational actors and coordination bodies involved in the response

- Co-developing policy recommendations with the LHDF to strengthen the forum's advocacy with donors and coordination mechanisms.

- Engaging with stakeholders involved in the response bilaterally to ensure community perspectives feed into Lebanon's response architecture and to complement existing relief needs and population movement data with community voice.
