H2H Network package of humanitarian support services: Earthquake in Myanmar

Following up on the 2024 H2H Fund activation in response to escalating conflict in Myanmar, which supported critical services such as independent analysis, operational guidance, and verification of information flows, the H2H Network has now expanded its support following the devastating 7.7-magnitude earthquake near Mandalay in March 2025.

Striking at a time when the global humanitarian system is weakened, the earthquake has compounded an already severe crisis, with millions affected and access to aid restricted by conflict and damaged infrastructure. In this context, technical support services are vital to ensure humanitarian efforts are coordinated, data-driven, inclusive, and accountable.

In response, the H2H Network has funded members providing a range of critical services, including rapid assessments, mapping and geospatial support, open-source damage analysis, and insights into hard-to-reach areas. Additional services now being delivered focus on community engagement, accountability to affected populations, and strengthening civil society-led aid efforts, ensuring that local voices and capacities are at the heart of the response.

ACAPS: Improving access to humanitarian analysis

Objective

Broaden and balance the humanitarian narrative that informs funding and programming decisions by integrating underrepresented voices, diverse perspectives, and alternative information sources into analysis products and discussions.

Services

ACAPS aims to support humanitarian decision-makers working on or in Myanmar with independent analysis and a more balanced narrative, by:

- Delivering in-depth analysis of the earthquake's impact in non-SAC-controlled areas using mixed methods, with a focus on access to aid, the scope and relevance of assistance, and emerging or unmet needs.

- Conducting a mapping review and visualizing the Myanmar analysis and information ecosystem, capturing information availability across the country, explaining disparities in coverage, and highlighting alternative sources.

- Hosting three webinars, interactive discussions, or closed-door sessions (depending on topic sensitivity) to present the main findings and facilitate dialogue around them.

Humanitarian OpenStreetMap Team: Crowdsourcing building damage assessments - a multi-methods early response approach

Create open data and user guidance for building footprints and damage analyses.

Services

The initiative aims to improve open mapping for humanitarian use in Myanmar by:

- Crowdsourcing and validating a locally informed open building footprint dataset in OpenStreetMap (OSM) for priority affected areas.

- Developing a data comparison framework to assess OSM building footprints against other leading automated datasets (Overture, Google, Microsoft).

- Piloting a controlled crowdsourcing approach for damage detection and comparing results with alternative assessment methods.

- Proposing a workflow for using OSM and other open mapping tools to conduct damage mapping—aligning with, or offering an alternative to, proprietary methods.

- Conducting a Rapid Needs Assessment (RNA) in earthquake-affected areas to produce and share a clean RNA dataset and thematic report, enabling humanitarian actors to better understand the needs of affected populations.

- Implementing a joint rapid market assessment (JRAM) to generate and disseminate a clean dataset/results table and key findings presentation, helping actors planning cash-based assistance to grasp post-earthquake market dynamics and cash needs.

CDAC Network: Improving access to lifesaving information for crisis affected people

Objective

Strengthen the flow and reliability of information for communities affected by the earthquake, particularly in contested and low-connectivity areas, by improving coordination among humanitarian, media, and digital rights actors. The project focuses on enabling local responders and humanitarian actors to better navigate harmful information risks and improve communication strategies through rapid analysis, targeted support, and convening.

Services

CDAC Network aims to contribute to a more informed, inclusive, and accountable response in a highly politicized and fragmented information environment by:

- Producing a multilingual rapid snapshot report analyzing the information environment and harmful information trends.

- Compiling systems-level recommendations based on lessons learned to influence humanitarian coordination bodies, donors, and media actors.

- Convening thematic virtual crisis calls (biweekly and monthly) with humanitarian, media, and tech actors to share updates and align coordination efforts.

- Deploying a Chiang Mai-based regional consultant to support on-the-ground coordination, strengthen links between local actors and humanitarian structures, and bolster community engagement and advocacy.

Sphere and CHS Alliance: Equipping frontline responders to lead principled and accountable earthquake response efforts

Support Myanmar-based frontline staff to deliver principled, accountable, and safe humanitarian response. This will involve working with frontline staff in Myanmar to assess how the response meets community expectations, define practical improvements, and support implementation.

Services:

Sphere and CHS Alliance aims to strengthen accountability and community engagement in the Myanmar earthquake response by:

- Hosting an “Accountability Learning and Planning Camp” in Bangkok, focusing on community engagement, inclusion, and safeguarding, with key resources such as a collective assessment methodology, a ready-to-use cascading toolkit (English and Burmese) and an adaptable toolkit for accountability in acute emergencies.

- Providing seed funding to help participating organisations conduct local training and accountability actions in Myanmar.

- Offering mentorship and technical support to develop or adapt context-specific guidance and tools.

- Running a Community Perception Survey to gather feedback on aid access, awareness, and preferred feedback channels.

- Providing insights into public sentiment across different platforms and regions.

- Delivering early warning signals about harmful narratives or trust breakdowns.

- Offering recommendations to improve communication strategies, including language accessibility and decentralization.
